三道高中英语语法题~求解释~

为什么不能选C，以National People's Congress，这样target就可以用主动。
答：此题稍有改动，但答案不变，就是C，不论你的答案是B还是D，都是错误的。

译：新近结束的全国人民代表大会已经通过了一系列的经济政策，目标是年经济增长8%。
target这个动词与hope类似，可以用hoping (to get) sth. 表示目的，做某事可以目的是to get sth., 但不能用to hope (to get) sth.来表示目的， has passed 本身表示的是结果，不是过去做了一件事（有目的的），不说In order to target sth. sb. passed sth. 更不可以说：In order to target sth., sb. has passed sth. 所以排除表示目的不定式短语B.to target.
至于D，更是错误，因为target是及物动词，用过去式表示被动，后面应该有个介词by或at,或with后才可以跟一个名词。

2、He loved best to choose themes from the simple life of the poor ____ trials and hardships he knew so well by bitter experience.
先行词是the poor 还是 the life?怎么看？

1. 不是C就是B，用C的话你就把a package of economic policies看成逻辑主语，用现在分词做他的后置定语；选B你就把National People's Congress看成逻辑主语，用不定式作目的状语

2. whose 先行词是the poor，穷人的苦难他亲身经历过

3. 主系表全倒装，正装是The fact that the US government would hardly accept is regarded as the main reason for the recent world-wide economic problems.

1题目有歧义，CD都可。可以是通过了一项经济增长8个点的经济政策，也可以是为了经济增长8个点而通过一系列政策
2the life,因为后面trials 和hardships是穷人的特征而不是简单生活的特征
3过去分词做状语，表示被动
